Wash and dry all produce. Halve, peel, and dice @onion{4%unit}(diced). Trim and thinly slice @scallions{4%unit}(thinly sliced), separating whites from greens. Heat a large drizzle of @cooking oil{4%tsp} in a #large pot{} (5- to 6-quart, heavy-bottomed) over medium-high heat. Add onion, scallion whites, and @garlic powder{4%tsp}. Cook, stirring occasionally, until softened, 5-7 minutes.

Once aromatics are softened, add @ground turkey{40%ounce}* and @Southwest Spice Blend{2%tbsp} to pot. Cook, breaking meat up into pieces, until browned and cooked through, 5-7 minutes. Add @flour{4%tbsp} and stir to combine.

Stir @chicken stock concentrate{8%unit}, half the @green salsa{4%unit}, and @water{2%cup} (4 cups for 8 servings) into pot; season with @salt{} and @black pepper{}. Bring to a boil, then reduce heat to medium. Simmer until thickened, ~{7%minutes}. Stir in @cannellini beans{4%unit} and their liquid. Simmer until flavors are combined, 3-4 minutes more.

Taste and season chili with salt and pepper. Divide chili between bowls. Top with @sour cream{3%tbsp}, scallion greens, and remaining salsa. Serve.

Ground turkey is fully cooked when internal temperature reaches 165 degrees F.
